Articles of Association of Chinese Traditional Religions Association

             

Chapter 1 General Provisions

 

Article 1 The name of this association is the Chinese Traditional Religious Association (hereinafter referred to as the Association).

Article 2 This association is a non-profit social organization established by law. It was initiated by Master Xingyun from the Fo Guang Shan Kaishan Mountain. It prays for the prosperity of the country and the people, good weather, pursuit of human well-being, equality of all living beings, and mutual respect and tolerance among religions. The aim is to enhance social harmony and achieve world peace.

Article 3 The association takes the national administrative region as its organizational area.

Article 4 The meeting site of the Association shall be located in the area where the competent authority is located, and the establishment of branch offices may be reported and approved by the competent authority. The organizational outline of the branch in the preceding paragraph shall be drawn up by the board of directors and submitted to the competent authority for approval. The address of the conference and branch offices shall be reported to the competent authority for verification and verification when the establishment or change is made.

Article 5 The tasks of the Association are as follows:

  1. To promote the fellowship of people of faith

  2. Promote friendly exchanges between religions

  3. Facilitate exchanges between indigenous religions

  4. All members abide by their beliefs, be compassionate and friendly, and the people of the world

  5. Every year on December 25th, the World Fellowship of the Gods is held

Article 6 The competent authority of this association is the Ministry of the Interior. The purpose business of the Association shall be subject to the guidance and supervision of the respective competent authorities of the business.

 

Chapter 2 Membership

 

Article 7 The members of this association are divided into the following two categories:

1. Individual Member: Anyone who agrees with the purpose of the Association, is over 20 years old, and has religious beliefs can fill in an application form for membership, which will be considered as an individual member after being deliberated and approved by the Council, and after paying the membership fee.

2. Group members:

  1. All Confucianism, Buddhism, Taoism religious groups such as temples, palaces, etc., hold a religious registration certificate issued by the government, or a re-issued temple registration certificate.

  2. Those who do not hold the above two registration certificates, but have a local church membership card or religious organization.

  3. Those who do not hold the above-mentioned four registration certificates, but hold the registration certificates of people's social and religious organizations issued by government agencies .

  4. The above-mentioned five registration certificates, which have been inspected by the members of the association and can comply with the articles of association of the association, can fill in the application form for membership, and after the deliberation and approval of the board of directors, and after paying the membership fee, they are group members, and group members may appoint member representatives. 2 persons to exercise membership rights.

Article 8 Members (member representatives) have the right to vote, vote, be elected and recall, and each member (member representative) has one right.

Article 9 Members are obliged to abide by the articles of association, resolutions and payment of membership dues.

 

Article 10 When a member violates laws and regulations, or does not abide by the resolutions of the general assembly, he or she may be given a warning or suspended by the decision of the board of directors. If the harm to the organization is serious, he may be removed from the membership through a decision of the general assembly.

Article 11 A member who fails to pay membership dues for two consecutive years will not be entitled to membership rights after being suspended. Those who still fail to perform after being notified will be deemed to have withdrawn from the membership automatically and will lose the right to vote, vote, be elected and recall. If a member has been suspended or withdrawn from the membership, it should be submitted to the general meeting for deliberation and approval. If a member wants to resume the right or reinstate the membership, he should reapply for membership and be reviewed and approved by the board of directors.

 

Article 12 Members shall not use the name of the Association to raise funds without authorization. Those who violate this clause shall be reported to the Council for deliberation and then submitted to the General Assembly for deliberation and approval.

 

Article 13 Sects that violate social order and good customs are not allowed to join the Association.

 

Article 14 Members may declare their withdrawal from membership to the Association by stating the reasons in writing. If a member dies, he is deemed to have left the club and loses his membership rights.

 

Article 15 All Confucianism, Buddhism, Taoism and other temples, temples and dojos, including those who do not hold a religious registration certificate or a local church membership card issued by the government, and who agree with the purpose of the association, can apply for approval by the council of the association. , Become an observer, and can be invited to participate in various activities organized by the Association. Observers should pay a certain amount of sponsorship of more than NT$1,000 each year; for observers who have not paid the annual sponsorship, the Association may suspend their attendance at various events. rights to activities.  

 

Chapter III Organization and Powers

 

Article 16 The association takes the general assembly of members (member representatives) as the highest authority. When the number of group members exceeds 300 or more, representatives shall be elected in proportion to each other, and then a representative assembly of members shall be held to exercise the functions and powers of the general assembly. The term of office of member representatives is three years. The number of members and the election method shall be formulated by the council and submitted to the competent authority for approval.

 

  Article 17 The functions and powers of the member (member representative) meeting are as follows:

  1. Making and changing bylaws

  2. Election and removal of directors and supervisors

  3. Resolve annual work plans, reports, budgets and final accounts

  4. Resolution of removal of members

  5. Negotiate the disposition of property

  6. To resolve the dissolution of the association

  7. To resolve other major matters related to the rights and obligations of members

The scope of major matters in Subparagraph 7 of the preceding paragraph shall be determined by the Council

 

Article 18 The association has 33 directors and 11 supervisors, who are elected by members (representatives) to establish a council and a supervisory committee respectively. When electing directors and supervisors, 5 alternate directors and 3 alternate supervisors may be elected at the same time according to the counting of votes. The board of directors may propose a list of recommended candidates for the next term of directors and supervisors. The Association shall appoint several honorary directors and supervisors, who shall be appointed by the President of the Association. The directors and supervisors will not be re-elected due to personal factors or the term of office of the chairman or chairman or person in charge of the temple they belong to. The term of term of directors and supervisors expires. It has the right to attend and speak at the meetings of the directors and supervisors of the association, but does not have the right to vote, be elected, recall and vote.

 

Article 19 The functions and powers of the Council are as follows:

  1. Qualification of members

  2. Election and removal of the chairman

  3. Resolution of the resignation of the director and the chairman

  4. Hire and dismiss staff

  5. Formulate annual work plans, reports, budgets and final accounts

  6. Other matters to be implemented

 

Article 20 The directors mutually elect one person to be the chairman. The chairman of the board is called the president. The president may appoint five to seven members as vice presidents. The president supervises and supervises the affairs of the conference internally, represents the association externally and serves as the chairman of the member representative assembly and council. When the chairman (president) is unable to perform his duties due to certain circumstances, he shall designate one vice president to act as his representative. When the chairman (president) becomes vacant, a by-election shall be made within one month.

 

Article 21 The functions and powers of the Supervisory Committee are as follows:

  1. Supervise the execution of the work of the council

  2. Review annual accounts

  3. Election of the convener of the Supervisory Board

  4. Resolution of the resignation of supervisors and the convener of the supervisory committee

  5. Other matters to be monitored

 

Article 22 The board of supervisors shall have 11 supervisors. Supervisors elect one person from each other to be the convener of the Supervisory Committee, who is called the Chairman of the Supervisory Committee to the outside world. When the convener of the board of supervisors (the chairman of the board of supervisors) is unable to perform his duties due to certain circumstances, he shall designate one supervisor to act as his proxy. The convener of the board of supervisors (chairman of the board of supervisors) shall be re-elected within one month when there is a vacancy.

 

Article 23

1. The directors and supervisors are all unpaid, and the term of office is three years, and they can be re-elected.

2. The re-election of the chairman (general chairman) shall be limited to one time. The term of office of directors and supervisors shall be calculated from the date of convening the first session of the Council.

 

Article 24 The Association shall appoint one secretary general, who shall handle the affairs of the association upon the order of the president; several deputy secretary generals, and several cadres of the secretariat and regional working groups. The list of secretary-general and deputy secretary-general shall be submitted by the president to the council for approval and dismissal. The list of secretariat and regional working cadres shall be submitted by the secretary-general to the president for appointment. The staff in the preceding paragraph shall not be served by directors or supervisors.

 

Article 25 The Association may set up various regional working groups or other internal operating organizations, and the organization outline shall be implemented after being approved by the Council, and the same shall apply for changes.

 

Article 26 The Association may, depending on the situation, appoint a virtuous person in the religious circle as the honorary chairman (honorary chairman), and the founding honorary chairman as the permanent honorary chairman (permanent honorary chairman), who is responsible for consulting on relevant professional issues. The Association may employ a number of consultants, who shall be nominated by the President and approved by the Council. The term of appointment of consultants is the same as that of directors and supervisors.

 

Article 27 The secretariat of the Association consists of regional directors, deputy directors, team leaders and staff, who are responsible for daily visits and exchanges between palaces and temples, invitations before the activities of the Association of Gods, and participation in the activities of the Friendship Palace. The list of the above-mentioned regional directors, deputy directors, team leaders and staff shall be reported by the Secretary-General to the President for appointment.

 

Article 28 The Secretary General of the Association is responsible for the exchange activities of each palace and temple, the conference affairs assigned by the president, and the implementation of the president's preparation for the reception of the palace and temple back to the meeting site. The Deputy Secretary-General of the Association cooperates with the Secretary-General to carry out the tasks assigned.

 

Article 29 The elected and appointed cadres of the Association are all unpaid, and those who have contributed to three consecutive years of service will be commended by the general meeting.

 

Article 30 The Association will hold an exchange event every year when the gods return to the conference site.

 

Chapter IV Meeting

 

Article 31 The general meeting of members (member representatives) is divided into two types: regular meetings and temporary meetings, which are convened by the president. Except for emergency meetings, a written notice shall be notified 15 days ago. Regular meetings are held once a year, and extraordinary meetings are held when the board of directors deems it necessary, or at the request of more than one-fifth of the members, or when the board of supervisors requests to convene. The theme of the membership meeting of the Association is to strengthen solidarity, social welfare, and happiness. After the Association has registered as a legal person, an extraordinary meeting shall be convened at the request of more than one-tenth of the members.

 

Article 32 When a member cannot attend the general meeting in person, he or she may authorize other members to act as an agent in writing, and each member is limited to one agent.

 

Article 33 The resolution of the general meeting shall be implemented with the attendance of more than half of the members and the consent of the majority of the number of attendees. However, resolutions on the following matters shall be implemented with the consent of more than two-thirds of the attendees.

  1. The formulation and modification of the articles of association

  2. Removal of Membership

  3. Removal of directors and supervisors

  4. disposition of property

  5. Dissolution of the Association

  6. Other important matters related to the rights and obligations of members

 

Article 34 The board of directors and the board of supervisors are convened every six months, and a joint meeting or an extraordinary meeting may be convened when necessary. In addition to ad hoc meetings, a written notice shall be given seven days prior to the convening of the meeting referred to in the preceding paragraph. The resolutions of the meeting shall be implemented with the attendance of more than half of the directors and supervisors, and the approval of the majority of the attendees. Every year on the 25th day of the 12th lunar month, the Association will hold a preparatory meeting four months before the Deity Association to discuss matters related to the deity exchange event.

 

Article 35 The directors shall attend the board meeting, and the supervisors shall attend the supervisory board meeting.

 

Chapter V Funds and Accounting

 

Article 36 The sources of funding for the Association are as follows:

  1. Membership fee: group members: NT$10,000; individual members: NT$500, payable when members join the membership.

  2. Annual membership fee: Group members: NT$10,000 per year; individual members: NT$1,200 per year.

  3. As for the newly joined group and individual members, the annual membership fee shall be paid according to the time of membership and the proportion of the remaining months of the current year. For those who sponsor the activities of the Association above 100,000 yuan, the affiliated group members and individual members are exempted from paying the annual membership fee of NT$10,000 for group members; the annual membership fee for individual members is NT$1,200 per time.

Article 37 The accounting year of the Association shall be based on the calendar year, starting from January 1st to December 31st each year.

 

Article 38 Every year, two months before the beginning of the fiscal year, the Council shall prepare the annual work plan, income and expenditure budget table, and employee treatment table, and submit it to the general meeting for approval (if the general meeting cannot be held as scheduled for some reason, the first It shall be submitted to the competent authority for approval before the beginning of the fiscal year. And within two months after the end of the fiscal year, the board of directors will prepare the annual work report, income and expenditure final statement, cash statement, balance sheet, property directory and fund income and expenditure statement, and send it to the board of supervisors for review, and then prepare an audit opinion letter and send it back. The board of directors shall submit it to the general meeting for approval and report to the competent authority for approval before the end of March (if the general meeting cannot be held as scheduled, it shall be reported to the competent authority first).

 

Article 39 After the Association is dissolved, the remaining property shall belong to the local self-government organization or the organization designated by the competent authority.

Chapter VI Supplementary Provisions

Article 40 Matters not stipulated in this charter shall be handled in accordance with relevant laws and regulations.

 

Article 41 The Articles of Association will be implemented after being approved by the General Assembly and approved by the competent authority. The same applies to changes.
